Early Head Start

Early Head Start serves pregnant women and families with children up to 3 years old, with a special focus on teen parents. Our home-based and center-based services run full day/full year to offer developmentally appropriate experiences to support physical, social, emotional, cognitive and language development while empowering positive parent-child relationships.


Early Head Start is currently enrolling infants and children up to age 3.


Community Progress Council is planning to open all classrooms for in-person learning, beginning in late August 2021. Head Start is free to enroll.


Who Qualifies for Early Head Start Services?

Early Head Start serves children before birth through age 3. Services are offered free of cost to families throughout York County who meet federal income guidelines. Services may also be available for homeless families, foster children and children with disabilities.

Federal Poverty Income Guidelines


Services are individualized to each child’s and family’s developmental, ethnic, cultural and language experiences and needs. Special services are offered for children with health problems or difficulty with vision, hearing, speech or learning skills.
