Background Checks & Certifications
In order to protect the health and safety of children, families and clients throughout Community Progress Council’s locations across York County, all new employees must submit a variety of clearances, as well as complete trainings and physical examinations. CPC’s staff is available to assist new hires with the process of obtaining these clearances. In addition, all employees of Head Start, Early Head Start, and CPC Pre-K must submit a biennial Physical Health Assessment. Physicals needed for employees working at the Cottage location prior to starting.
TO BE COMPLETED PRIOR TO STARTING WITH CPC
All prospective job applicants and volunteers must submit satisfactory Pennsylvania State Criminal History, Pennsylvania ChildLine Child Abuse Certifications, and FBI Certification prior to hire. Applicants and volunteers must also submit to the National Sex Offender Registry (NSOR).
TO BE COMPLETED WITHIN 90 DAYS OF STARTING
New employees must complete Mandated Reporter Child Abuse Training (offered by CPC staff) within 90 days.
All new employees must also submit documentation of a current (less than one-year) Physical Examination, including Tuberculosis Skin Test, within 90 days.
STATE CRIMINAL HISTORY CERTIFICATION
Pennsylvania State Criminal History certifications may be secured online via the PA State Police website.
Or, individuals can complete Form SP4-164 and mail the request form to Pennsylvania State Police Central Repository-164, 1800 Elmerton Ave., Harrisburg, PA 17110-9758.
When submitting your request online, you must click “Certification Form” to print your results. The fee for the record check is $22. Questions about State Police record checks should be directed to 888-783-7972.
PENNSYLVANIA CHILD ABUSE HISTORY CERTIFICATION
Pennsylvania Child Abuse History certifications can be requested on the PA Child Welfare Portal at a cost of $13.
Paper submissions of the PA Child Abuse History request form (CY113 Form) must be mailed to the Childline and Abuse Registry, Pennsylvania Department of Human Services, P.O. Box 8170, Harrisburg, PA 17105-8170.
FEDERAL FBI FINGERPRINTING CLEARANCE
To request a Federal (FBI) Criminal History Report, you can register online via the website (enter Service Code 1KG756 for employment OR 1KG6ZJ for volunteer) or by phone at 844-321-2101, Monday through Friday, 8 a.m. to 6 p.m. You will have the ability to schedule an appointment at a location in your area when you complete the registration process.
The cost for a Federal FBI clearance is $23.85 for Employees & Foster/Adoptive Parent and $22.60 for Volunteers. Please make sure you print the confirmation page once you complete the registration as you must take it with you to the fingerprinting location, along with the identification you selected during the registration process.
IMPORTANT: If you do not have the appropriate identification with you, the facility will refuse to process your fingerprints.

NATIONAL SEX OFFENDER REGISTRY (NSOR)
Effective September 30, 2019, applicants and volunteers must submit to the National Sex Offender Registry (NSOR).
PHYSICAL ASSESSMENT & TUBERCULOSIS TEST
All employees must submit documentation of a current (less than one-year) physical assessment including a Tuberculosis skin test, within 30 days of hire. Only the physical assessment is required biennially throughout employment.
