Since 1965, York's Community Action Agency has helped tens of thousands of residents live more self-sufficient lives.

In 1964, President Lyndon B. Johnson declared a war on poverty.  Out of this initiative, community action agencies were born.  On April 8, 1965, York County's designated agency was established.  Community Progress Council, Inc., has taken that mission to heart.  We firmly believe that local issues are best solved by the local people who know the problems. Our job is to empower the people so that they can rise above poverty and become self-sufficient, productive, and involved citizens.

The mandate of community action provides for a Board of Directors that is equally drawn from three sections of the population.  CPC's Board is composed of twenty-four members.  They represent the mandated groups: Representatives of the Poor, Elected Officials or their representatives, and private sector.

The Board of Directors meets at 7:00 p.m. on the fourth Monday of every month at our main building, 226 East College Avenue in York.  Separate committees meet throughout the month.  Each Board member serves on two committees.

Our Executive Director, George H. Moore, has been involved in CPC for over 30 years!  Most recently, he was director of Child Development-York (the former name of our Head Start program).  He has brought enthusiasm, professionalism, and commitment to the job of Executive Director since 1995.
