At SCSEP, we believe
that achieving the American Dream is possible for everyone,
regardless of age. It is our mission to promote pathways to
economic self-sufficiency for older individuals and their
families who are working to achieve this dream.
Our goals are the
enhancement of employment opportunities for older Americans
and the promotion of older workers as a solution for
businesses seeking a trained, qualified and reliable
workforce. Our strategy is to utilize a service approach
that can respond quickly and effectively to the changing
needs of business.
We believe that older
workers provide a valuable resource to the needs of a 21st
century workforce. Through the SCSEP program, we are
committed to providing high quality job training and
employment assistance to our participants. At the same time,
we are also committed to assisting employers that are facing
the challenges of today's workplace by developing a viable
workforce that is trained and ready to work.
To provide the training
and job placement that benefit the worker and the employer
at the local level, we have an extensive network of service
providers that covers York and Adams counties. In addition,
we partner with public and educational systems, private
local business and community and faith-based organizations. |

History of
SCSEP |

The Senior Community Service
Employment Program (SCSEP), now Title V of the Older American's
Act evolved from a pilot project of the Economic Opportunity
Act. Operation Mainstream was first funded in 1965 to provide
jobs for chronically unemployed, poor adults. In 1973, it became
the Older Americans Comprehensive Community Service Employment
Act. Through its history, SCSEP has served some of the most
disadvantaged persons in society, those with poverty incomes,
limited education and minority status.
Community Progress Council's SCSEP
began more than 20 years ago and has continued to serve the "age
positive" community throughout York County. In 2006, CPC was
awarded the SCSEP project in Adams County and now serves low
income seniors in 2 counties.
